sounds a lot like Williams Grove Friday night. Monteith jumped way before he should have and the two lapped cars behind him never went. He was going into turn one as the second place car was passing the cone.

Erk Hockenberry was never the flagman at Port Royal. You are thinking of Bob Hockenberry.

Looking at a video on you tube of Port Royal Speedway I can see why. With the track being a 4/10 - 1/2+ mile with the flagman almost in turn 1 I can see why the guy in turn 4 makes the start call. A lot of touring series do this also. The Flagman is just that the person that waves the flags. If there is a crash in turn 4 and the leaders are in turn 2 the flagman is looking at turn 2 the flagman will not see the crash till the leaders get there.
