I'm a wing guy through and through, but....... is the annual Paul Hazen snub personal or are there just unwritten rules that prohibit non-wing guys?

If you are not a car owner in PA, Knoxville, California or Woo there is not much else that voters of the NSCHOF vote for. Paul Hazen has been a car owner since 1957 in Indiana and is still putting a competitive car on the track weekly. Has over 300 car owner wins, multiple track championships, and wins with USAC, BOSS and others. There is not an owner out there that has been more dedicated to the sport than Paul Hazen and it will be a shame if he gets put in finally after he is gone from the earth. He deserves to be in.

As a person that serves on the Sprint Car Poll Awards voting panel (and I've lived in TX for 20 years), your first sentence isn't really the actual case.
The NSCHoF selects a wide variety of individuals within the sport, nationwide, to be a part of the panel - like myself - and we are the individuals that gets driver and team names nominated.
The NSCHoF then compiles those names/categories then sends out a final ballot that we individually vote on.
So in the case of yours, I would find voting panel members in your region to bring this to their attention to see if they can rustle up enough votes to get on the ballot.
You can also contact the NSCHoF&M directly for more information. They are not at all one-sided or jaded, in my experience.
I've also volunteered for the NSCHoF on Nationals week to perform project work, and that would be a great way to get your message heard as well.
