Woo races seem to vary from 20 cars to 40 cars. WOO is paid a fee by track to put on a race. If only 20 cars show up is some of this fee refunded to track, and if 40 cars show up does the track have to add some more to purse. Does WOO guarentee a certin number of cars?

The track pays a sanctioning fee. That only gets them the platinum member WoO drivers and a bunch of WoO officials. Getting local & regional teams to race there is up to the track. There is no refund of the sanction fee for small car counts, the WoO is only responsible for bringing their members who are racing for points.

from what i know the fee is in addition to the purse.
so the track is responsible for paying the sanction and also whatever total purse. i don't know how far back past the main event the woo shows pay.
i am not sure but the tow money might come out of the sanction fee. some tracks also pay for hotel rooms for some teams.
it just depends.
last i heard it was something like 10k non refundable to book a single day date on the schedule. i'm not sure if that is the total sanction fee.
