I don't know about other states, but here in MO, 70% of the taxes the county collects go to the school districts. Not too many years ago, hundreds of school districts actually sued the state, saying they weren't getting their fair share of money because the county property valuations were too low. And they were right in most cases, as the local Assessor knew that by not keeping values at fair market value, that kept property taxes low, & him in a job when election time came around.
