Maybe not "the best". But probably one of the best in the early 80s that no one outside PA never heard of was Allen Klinger in that white #98.  I saw him win alot of races as a kid running against some pretty tough company

all kidding aside, i gotta go with fred. but i want to say this. one of the most underrated drivers around during his time was todd gracey.  prolly only had 15-20 wins but if he would have had a shot in a top ride he would have won a ton more. guy could wheel it. woulda loved to see him with some real funding. the cooper motors ford didnt cut it.

Steve Smith

Accomplishments: The older of the Smith clan had 266 career wins, with enough of them coming in our time frame. Smith Sr. landed five titles in the last 30 years, three coming at Lincoln and one at both Williams Grove and Susquehanna. He was the inaugural Pennsylvania Speed Week champion (1991) and won a pair of Pennsylvania State Championship races at Lincoln.

Did you know: Smith's first race was in 1969. He ran one of Bobby Allen's cars and found the fence at Lincoln Speedway. He spent all night working on the car so Allen could run it the next day at Hagerstown. Later that year, he won his first career Sprint Car race at Susquehanna.

Why here: Like Lynn Paxton and some of the other names on this list, Smith would be higher if it would include his career numbers. Still, Smith had a surge through the late 1980s and 90s that warrants him being in this spot. He collected five Williams Grove victories — he has 32 at the speedway — during his 1989 title year. The 1991 season was especially big for Smith, who finished with 21 victories, a Speed Week title and 11 wins at Lincoln to claim the title. That's more than most drivers accomplish in their careers.
