I'm curious as to why the 50 Team was grided 12th for the A Main. They qualified 4th quick and 3rd in their heat. What USAC-CRA rule determined this starting position? Where can I find the USAC-CRA rules? Thanks.

The 50 team was gridded 12th per the new rules starting this year. This started because so many teams would miss their spot qualifying to take one at the end if the track was still to wet. The new rules state that if anybody misses their qualifying spot by more than two positions they have to start at the back of the next event and can not start better than 12th in the A-Main. The link for the rulebook is below.

They actually started 13th. Scott announced a new rule that if you miss your scheduled qualifying slot (in this case #4) the best you can grid is 13th (stated 12). Many teams started taking advantage of avoiding the early run on a slippery track to run a single lap later.
In this case the 50 car was changing their engine and missed their turn. Had they drawn a later qualifying turn they may have made it in time.

Thanks aspheit and leftylen for the excellent info. Below is the actual wording.
1302 Qualification Procedures All qualifications will be held in accordance with PART VIII in the current USAC Rule Book and the Official Entry for the event with the following additions and exceptions.
1. Any car not able to qualify within three draw positions of its original position in the qualification draw order may line up at the end of the qualifying order with the loss of one lap from the qualification attempt and can start no better than twelfth (12) in A- feature. Car still gets qualifying time with no penalty other than starting position for A-feature.
