Looks to me like it's never been finished. No front spring hanger, no steering box mounts, and looks like very few, if any scars.
Here's my best bet--and it's cool (well to me anyway)
That looks like one of the frames Lanny Edwards used to sell in front of the ticket office at Lawton, around 1974-76.
I'm thinking I heard the name "Les Lusk" , in regards to someone building frames over there in those days, but don't quote me on that.

Blowing the picture up 50% only shows 2 scars. One of them is where the spring hanger would be, but I can't tell if it's an old weld, or a piece if grass. I was just a little kid back then, but that is exactly how I remember his frames, except they were painted krylon black.
Edmunds and wide Nance bodies fit real nice over them, but it's hard to find a widetail Nance shell. The underside looks like it's a rolled belly pan car, which look real sweet when they're done right.
Anyways, I know of a few cars in the Wichita Falls , Lawton area over the past years that had a bent rear kickup like that. They were considered real heavy, but a strong car to start with in the 6 banger class.
That's all I can assume right now. I did send an email to a 6 cylinder guy in Lawton that might know.

Bob Hurley in Tulsa might know too, he used to build quite a few frames for that class in the early 70's. I know they all looked each others cars over for ideas, and Bob is sharp witted.
He looked the 38 I brought in , and realized he had built it 40 years ago! He mentioned the guys name, and I knew he was right.

I'm just sick and tired of 100's everyday. It is so hot the tomatoes won't even bloom. I have two that is it. That is a summer ritual, tomatoes. But I think about the troops and what they endured storming the beaches in the South Pacific and Vietam etc. Now we are still in the Middle East since when 8/2/1990. Did we ever really leave??????

I too am tired of the 100 + days too. This type of weather didn't really bother me when I was in Viet Nam in 1967-1968. I was 21 years old than, I guess old age is creeping up on me. This heat will end sometime just like my tour did.
