Just saw this in NSSN issue, about the year 1995. The big news, other than that's the year Kenny Bernstein hired Steve Kinser to drive the Quaker State Buick in Nascar was that Billy Boat won 11 consecutive Western World Midget races. Wow, 11 in a row. Seems impossible. Was there a lot of competition for those races in 1995, big car counts??? etc. Was the Western World a big deal? Also, was that the first year Quaker State sponsored Kinser? PS thought I posted this earlier today, but can't find it.
Adding $6 trillion of debt in his 1st term and now if
elected again he wouldn't have to worry about an
electorate in 2016 so the sky is the limit. And his EPA
would continue to put the screws to oil drilling and
mining for coal. Can you say bankruptcy.

Well, although Billy Boat was one hell of a midget driver he did not win 11 Western World Midget races in a row. However he did win 11 Midget races in a row in the summer of 1995, which all but 2 were regional wins, or what is now know as the USAC Western States Midgets. Here are the wins as posted on openwheeltimes. I'd say he had some pretty stout competition back in the mid 90's. Billy had 21 victories in just 34 Midgets starts in 1995, awesome.
Also I believe the Quaker State sponsorship came back to sprintcars with Steve from the Nascar deal, May 1995.

If I remember correctly, that 11th consecutive win broke AJ Foyts USAC win streak record.
Here is an interview with him at the end of the 95 season after winning the Turkey Night Grand Prix (with a very young Chad Boat in his arms)

Billy also won the USAC Western States Midget features at Calistoga Speedway both nights on July 5, 6, 1996 driving the Lawson # 15, which was a doubleheader with the NARC sprints. He beat the likes of Tony Stewart, Kenny Irwin jr., Wally Pankratz, and Ron "Sleepy" Tripp in the process! That was the last time that the midgets raced there until they returned for the inaugural "Louie Vermiel classic" last year with the USAC/CRA sprints. Billy was potent in the Lawson midget to say the least!
SUPPORT WILDLIFE, go to a sprint car race!

He certainly wasn't running against the sisters' of the poor! He was racing nightly against guys like Pankratz, Tripp, Butcher, Flock, Cofer, Sills, and probably Hines, Stewart, Drake, McSpadden, Leffler, and/or Beechler on occasion. I remember this streak and was absolutely in awe. My first midget car owner chose #15 in honor/respect/karma of BB. This feat has often come up in bench racing through the years. Think about how hard it is to just repeat, or even three-peat. 11 IN A ROW??? It'll never happen again.
