The past couple weeks, it seems that they have gone to a "no start" situation and no one pays the penalty of being moved back a row. Why is that? Did they change the rule on this? The past 3 years, if the start comes back, someone was going back a row. Now, if they don't like the start, they simply do it again. Can anyone tell me why it is different now?

I did notice it the other night listening to races from Wi., then also noticed after the dash Dollansky ran the dash but was awarded no better than last. This has been done before, and with the WoO they almost have to enforce this way, otherwise shows would drag forever just trying to get an even start.
