You can't make any 2001/2008 lap time comparisons because of different right rear tires. In 2008, the spec tire was the DT3 and in 2001 it was the RC1. The DT3 has a narrower tread. I would guess that if you made the same 2001/2008 comparison using USAC National tracks that the times would be a whole bunch slower in 2008 because in 2001 the national guys could run any tire compound they wanted.
Sorry dude, apples and oranges here.

Does that mean the DT3 requires less horsepower to be competitive?

I suppose one could infer that. Might be a challenge to find the rare driver that says "I'd like the motor to make less power, please" Note that there may come a day when the track has so nuch grip that the tire doesn't matter but overall the current tire will be slower than tires used in the past.
Tenacious little bugger, aren't you?

Maybe it's due to track clay condition instead of tires? Can clay wear out?

The RC1 is a softer compound. Look at when Gardner set the record... I belive they had new clay and RC1s as the tire...
Everyone is a little Crazy in their own unique way...
Its the one's who Don't think they are Crazy you have
