Unless there is an invert, it's just too many. Prove me wrong.

Dash format relies on 3 or 4 heats. So WoO will devide cars into 4 heats regardless of how many that makes in a heat race

At times I have seen them not run a C main and have a large car count B main with 12 laps. Once at Knoxville 360 class they had 26 cars in a B main for 12 laps and took 4 out to A main.

I cannot think of ANY time that the IRA ran 6 heat races. I am not saying it hasn't been done, but I cannot think of a situation where they ran 6. (IRA will run 2, 5 car, 4 lap dashes. Dash cars consist of heat winners and next fastest qualifiers that transferred through their heat, depending on number of heatsand car count. redraw process is fastest to slowest based on qualifying for draw order, then divided into seperate odd/even dashes) I am not sure where you got this "allows for more heat races=six cars in each dash". You could have 8 heats and are still only going to have 2 5 car dashes. 8 winners and top 2 in qualifying that transferred

I grew up in the days where the "norm" was a 24 car "B" Main with 25 laps. The "A" Main would be 24 cars for 50 laps.
I understand that the current formats drive the car count for the heats, maybe the format needs to be tweaked. Just because you draw a crappy pill and qualify on a used up track, it shouldn't relegate you to a 6th row starting position to try to get a transfer in 8 or 10 laps. JMO

IRA I've only seen 4 heats even when they had 48 cars last year, it was 4 heats and that was the most cars I ever saw at an IRA show (co-sanctioned with NOSA helped those nights).
When the All Stars were in Wisconsin, they had 5 heats (because that was the ALL Star format for over 40 cars) I've never seen more than 4 for the IRA shows, All Stars yes a couple times 5, not IRA though, and never 6.
Which IRA race you seen 6 heats??
