Many Many tracks were made for Jalopy cars such as 1930s ford coupes built in driveways with sreet tires. 
Several tracks have kept up to date. It doesn't take a rocket scientist to see the difference in cars, wide tires, 410/360 engines with a lot of horse power, spinning tires a lot. Plus many tracks don't water as some do, making the matter worse.
If they get people to pay to watch, I suppose it's not an issue.  It has drasticallly changed over the years.
