I'm not too savy on the technical end of sprint car racing.  

I do understand how 'blocking' a car works to set the ride height of a car.

BUT what do the teams try to accomplish when putting 'turns' in?  Is that to 'raise' the ride height or to put more tension on the bar(ie spring) or maybe a combo of both?

Torsion bar equates to spring rates. Blocks set ride heights and can be used as a starting point for the Torsion bar in that corner. My days we had a racket out to the left front Torsion stop. Block size in the front can be from 2 to 3" the rear 2 3/4 to 4"

Correct on "blocking". I was taught that putting in or taking out weight (turn) in one corner will affect the opposite corner of the car. But then again, I know just enough to be dangerous...

I'm no expert but my understanding putting turns in or out is basically weight jacking, just like when they used to add "wedge" in NASCAR.  Now my experience with this comes from video games so take that for what it's worth lol.  But in NASCAR when they add "wedge" they are pushing the LR wheel down which increases "cross weight".  And cross weight is the percentage of weight of the LR and RF tires added together divided by total weight of the car, so lets say a race car weighs 3000 pounds and all the corners weigh 700 pounds but the LR weighs 900 pounds the car would have positive cross weight (700 pounds from RF+ 900 from the LR=1600 pounds 1600/3000 pounds, the total weight of the car = roughly 53%).  The higher the cross weight the tighter the car will be and give you more forward bite.  In NASCAR type cars I was able to set a car up pretty good pretty quick to feel good.  But then I thought I'd try racing sprint cars in rfactor and bought the sprint car setup book by Jimmy Sills.  I didn't really have any success with this but I did feel the difference when I would change things.  This is just going off of memory from reading the book so I could be off.  But from what I remember adding turns will have the same affect in a sprint car but there's a huge difference in setting up a winged sprint car due to when the car enters the corner because of the top wing the majority of the weight is on the LR tire.  As the car goes through the corner it will roll over to the right side.  Just from driving in video games, I didn't feel a huge difference in adding turns to corners of the car.  It was mainly about shocks and controlling how and when the weight would roll from the left side to the right side.  I don't remember if I read it in this book or somewhere else but they said the trick to setting up a sprint car is balancing forward bite and side bite.  Forward bite is the amount of grip coming out of the corner and side bite is the amount of traction to keep the car from sliding sideways in the corner, forward bite will make you faster but side bite will make you handle better and overall make the car more comfortable to drive.  My best guess would be that in stock cars adding turns would be more of a major adjustment well in a sprint adding turns would be more of a fine tuning adjustment.  Again I'm no expert as I couldn't even drive a sprint car fast in a video game so someone with real experience please correct me.
