It is ASCS. I believe they have a year before the motor rules go into effect since It's a brand new region for ASCS.

ASCS Now in Cali with Southern California Region!Lonnie
Wheatley, TULSA, Okla. (December 15, 2010) – The 20th season of
American Sprint Car Series competition is just around the corner and the
Tulsa-based Sprint Car sanctioning body continues to expand with the
addition of the ASCS Southern California Region in 2011.
The ASCS
Southern California Region will be one of at least two new ASCS
Regional tours for 2011 along with the Missouri-based ASCS Warrior
Region, which was acquired from the Winged Outlaw Warriors upon the
completion of the 2010 season.
The 2011 slate for the ASCS
Southern California Region is currently set to consist of approximately a
dozen events. A majority of the events will take place at Tulare’s
Thunderbowl Raceway and Hanford’s Kings Speedway, with Santa Maria
Speedway and Bakersfield Speedway likely hosting an event or two apiece
as well. A point fund of at least $5,000 will be in place.
“The
time is right for this, actually this is something that probably should
have been done 15 years ago,” Thunderbowl Raceway promoter Steve Faria
commented. “It’s obvious that ASCS is the wave of the future, this will
be the start of big things in California.”
Gaskets and
restrictors will be permitted for two years as the ASCS head rules are
phased in, with only the Brodix series head permitted after the two-year
phase-in period. California race fans will get an early glance
at ASCS action in February, as the Lucas Oil ASCS presented by K&N
Filters National series slings the California clay for the first time
with events at Thunderbowl Raceway on Wednesday, February 9, and then
Kings Speedway on Saturday night, February 12.
The 2011 schedule for the ASCS Southern California Region will be announce as soon as all dates are finalized.
Set
for its 20th year of sanctioning Sprint Car racing, the American Sprint
Car Series brings the best of Sprint Car racing to approximately 100
different tracks throughout 30 states and Canada. Anchored by the Lucas
Oil Sprint Car Series presented by K&N Filters, ASCS also consists
of ten different Regions throughout the nation.

The press release is wrong. OPEN MOTORS ARE LEGAL TO RUN FOR FIRST TWO SEASONS and will run the added weight. Same as Civil War.
