Semi close to plenty of good racing and tracks...within two hours of international airport?
Ascot was the greatest of all time..
West Capital wasn't half bad either..

Under 2 hours to Detroit Metro, Cleveland Hopkins, and Columbus airports
Attica, Fremont, Eldora, Limaland, Wayne County, etc
1/2 hour to Cedar Point plus lots of fishing and hunting to go around

Indianapolis area. I not believe anything compares with regards to racing environment. I would check out Bloomington for sure. Its hour from downtown Indy and Indy Airport. Its "close" to all the tracks in Indiana and Ohio tracks including Eldora. Bloomington is a beautiful college town (Indiana University) that is amazing and surrounded by other very nice towns. Also the more south you go in Indiana where Bloomington is located is not the flat more boring terrain you see in most other parts of Indiana. If you really want to be surrounded by racing just move to Brownsburg, IN which is a nice area as well.

Living - I'm in Columbia, MO and travel worldwide with my job. Though it is a regional airport, you are a 50 minute flight to Chicago, but we have free parking and I can show up 30 minutes before an international flight and still have plentry of time to board. It's a good place to live if you like college towns and we're 120 miles either way to Kansas City and Saint Louis.
Racing - Missouri is mostly 360 territory with some POWRi WAR wingless sprints and POWRi midgets, we get a lot of 410 specials.
Just a short list of great tracks within a short drive;
Lake Ozark Speedway
I-70 Speedway
I-55 Speedway
Lakeside Speedway
XX Speedway
Lucas Oil Speedway
I am 3:18 to Knoxville and 5hrs to Indy.

Pretty much loaded with options from PA to IA for race car tracks.
PA; Harrisburg for central PA tracks or Pittsburgh for western PA tracks
OH: Columbus for both north & south tracks
IN: Indianapolis for north & south tracks
MO: St. Louis for IL & MO tracks
IA: Des Moines for most central IA tracks
WI: Milwaukee for southern tracks

If its winged racing based on my travels around the country if I had to live in the MW I'd definitely look at Southern MN. Jackson/Husets/Northern IRA races all easy along with a manageable drive to Knoxville. River Cities/ND tracks within striking distance and MN has an absolute ton of tracks as well although not all of it is sprint cars. Minneapolis is a great, great city and the airport is world class as well.

Indy. For sheer volume of open wheel racing (# cars, # weekly tracks, sprints, midgets, champ cars, dirt, pavement), no other region of the country compares. Nothing.

Kind of a tough question without knowing what sort of work this person does, whether they want urban or rural settings. I wouldn't rule out southern Wisconsin. Within a couple hour drive of dirt tracks in Plymouth, Wilmot, Beaver Dam, Sun Prairie, Seymour, and asphalt tracks in Kaukauna, Madison, and Milwaukee. Chicago and Milwaukee airports close by. I don't think the WI racing scene get's the credit it deserves. Lots of good tracks. Also there's a lot of industry popping up or expanding in WI over the last few years.
