I've been attending the Knoxville Raceway for a long time now, 30+ years. I had a friend ask me when they've done the expansion such as, the HOF, Front suites, Backstretch, the big scoreboard, and I couldn't remember.
Does anyone remember the years?

Hall of Fame was started around 1990, but I don't think the building was done until 1992 (I was in high school so I remember the construction guys sitting on the steel watching the races all summer one year).
Backstretch started in 1990 (my old Diamond P video tape of Scruffy winning has Steve Evans in the backstretch talking about how it wasn't there one year ago).
Scoreboard was around in 1990 (at least one of the iterations of it), can't remember if it was slightly before then or not).
Front Stretch Suites were in 1999 maybe (I know they are beginning to remodel them due to their age).
Specific years may be in the historic section on the raceway website.
