What I was told earlier was that they need the infield this year for pitting as the area they want to use for the pits is not yet ready. Once the pit area is ready to be used, they can go ahead with the track inside the track. They are planning on pitting behind turns one and two with a wall separating the track from the pits (duh!, but there is no wall there yet).
